INVITATION FOREXPRESSION OF INTEREST FOR CONCESSION OF NIGERIAN RAILWAY CORPORATION NARROWGUAGE RAIL LINES
1. The Federal Governmentof Nigeria (FGN) through the Federal Ministry of Transportation (FMOT)/NigerianRailway Corporation (NRC) has currently embarked on Rail Rehabilitation Reformaimed at improving the narrow gauge services and promoting private sectorparticipation to provide efficient, dynamic and reliable rail transportservice.
2. In line with FGN’sobjective and in compliance with the requirements of the infrastructureConcession Regulatory Commission (Establishment etc) Act 2005, the NRC narrowgauge lines have been approved and qualified as eligible for concession. Thetotal length of the narrow guage system is 3,5000km approximately. The Lagos toKano rail line network including all branch lines along the route (WesternLine) measures approximately 1,800km, whilst the Port Harcourt to Maidugurirail line network including all branch lines along the route (Eastern Line),measures approximately 1,700km, (the Western Line and the Eastern Line,hereinafter collectively referred to as the Rail Lines). The Rail Lines areinterconnected by a link between Kafanchan and Kaduna.
3. In this regard, theFGN through the FMOT/NRC hereby invites Expression of Interest (EOI) fromprospective concessionaries for the financing, engineering, rehabilitation,operation and maintenance of the Rail Lines, for a period of not more thantwenty-five (25) years. The concession is to be granted through an OpenCompetitive Public Bidding process.
4. Mandatory EligibilityRequirements
Submission of Expression of Interest
An original and five (5) other copies of EOI(Which must be prepared in English Language) shall be submitted in a sealedenvelope clearly marked “EOI Rail Concession” and delivered to the addressbelow not later than 4:00pm Monday the 23rd of January 2017 (two weeks fromdate of this publication). The FMOT reserves the right to reject any EOI notreceived by the time and in the form prescribed by this request for EOI.
After evaluation of the EOIs a shortlist ofcompanies which meet the minimum requirements of the criteria forprequalification will be drawn up on the basis of the evaluation of the EOIs.Only shortlisted companies will be invited to collect Request for Proposal.(RFP).
Applicants will be notified whether or notthey have been prequalified through electronic or physical mails.
